Hanoi Seminar on the Development and Redevelopment of Urban Areas Around Railway Stations under the Transit-Oriented Development (TOD) Model: Opportunities and Challenges

In preparation for the 8th Congress of the Hanoi Association of Architects for the 2026-2031 term, the Hanoi Association of Architects will hold a scientific seminar entitled “Development and Redevelopment of Urban Areas Around Railway Stations under the Transit-Oriented Development (TOD) Model in Hanoi: Opportunities and Challenges” on October 15, 2026.

Under the vision set out in Hanoi’s 100-Year Master Plan, the urban railway network is identified as the primary transport framework for guiding the development of a multi-polar, multi-center city, while laying the foundation for transit-oriented development (TOD). TOD areas linked to urban railways will be organized around stations and transport hubs to create high-density, mixed-use urban centers. This approach is expected to help restructure urban space, improve land-use efficiency, and promote public transport. Implementing an urban railway system integrated with TOD is important for making more effective use of transport infrastructure, optimizing land resources, and creating the foundation and resources needed to establish new urban centers. It also offers an opportunity and a catalyst for restructuring Hanoi’s urban landscape in line with its development vision of a multi-layered, multi-polar, multi-center city. However, implementation will present considerable challenges, including the need to coordinate transport, planning, land management, financing, urban development, site clearance, and governance.

Drawing on the experience of countries that have implemented TOD, the seminar will examine the specific opportunities and challenges facing Hanoi in developing urban areas around its urban railway network. It will also propose practical solutions for relevant municipal departments and agencies to consider during implementation.
