Completing the Hanoi City Architecture Council

Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan has just signed and issued Decision No. 1984/QD-UBND dated April 11, 2025, on the completion of the Hanoi City Architecture Council.

According to the Decision, the Council includes the following members:

  • Mr. Nguyen Trong Ky Anh, Director of the Hanoi Department of Planning and Architecture, as Chairman of the Council;

  • Mr. Luyen Van Phuong, Deputy Director of the Hanoi Department of Construction, as Vice Chairman of the Council;

  • One Deputy Director of the Hanoi Department of Planning and Architecture, responsible for gathering opinions from the Council;

Other members include:

  • Mr. Phan Dang Son, Chairman of the Vietnam Association of Architects;

  • Mr. Nguyen Van Hai, Chairman of the Hanoi Association of Architects;

  • Mr. Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association;

  • Mr. To Anh Tuan, Chairman of the Hanoi Urban Planning and Development Association;

  • Ms. Bach Lien Huong, Director of the Hanoi Department of Culture and Sports;

  • Mr. Luu Quang Huy, Director of the Hanoi Institute of Construction Planning;

  • Mr. Le Quan, Principal of Hanoi University of Architecture;

  • Mr. Hoang Tung, Principal of Hanoi University of Civil Engineering;

  • Representatives of local authorities related to the specific project and content under Council review;

  • Two independent experts in relevant fields, specially invited depending on the nature of the planning project.

Depending on the specific case, the Hanoi People’s Committee may invite 3 to 5 additional members as necessary.

The Department of Planning and Architecture is assigned as the standing body to assist the Council: coordinating with agencies and units, issuing notifications, and promptly updating the member list when changes occur. Relevant members, agencies, and units are responsible for providing written notice to appoint replacements for members who retire, are transferred, or otherwise leave the Council. The Department of Planning and Architecture will then update the Council membership accordingly.

This Decision takes effect from the date of signing.
