On November 16, 2024, the 6th Central Executive Committee Conference (ECC) of the Vietnam Association of Architects, Session X took place at the Vinh Long Provincial Convention Center, chaired by Dr. Architect Phan Dang Son, President of the Vietnam Association of Architects. The conference was attended by 95/105 members of the Central Executive Committee and 25/35 Presidents of the branch Architects Associations and affiliated branches. Comrades includingMr. Do Hong Quan – President of the Vietnam Union of Literature and Arts Associations; Mr. Pham Trung Giang – Deputy Director of the Department of Non-Governmental Organizations (Ministry of Home Affairs); Dr. Ho Chi Quang – Deputy Director of the Department of Planning and Investment (Ministry of Construction); Dr. Le Huu Truc – Senior Expert of the Department of Vietnamese Culture and Arts (Central Propaganda Department) attended.
Earlier, on the same morning, also at the Vinh Long Provincial Convention Center, members of the Executive Committee, Presidents of the Architects Associations branches and affiliated branches; delegates, guests and more than 200 architects from many localities across the country attended the Autumn Meeting 2024 with the Workshop “Residential Architecture Adapting to Climate Change” and the Exhibition of Residential Architecture in the Mekong Delta Adapting to Climate Change, organized by the Vietnam Association of Architects and the People’s Committee of Vinh Long province; Architecture Magazine and the Vinh Long Association of Architects organized the workshop, the Institute of Architecture organized the exhibition. Dr. Architect Phan Dang Son – Chairman of the Vietnam Association of Architects and Comrade Lu Quang Ngoi, Chairman of the People’s Committee of Vinh Long province chaired the Workshop. Comrade Bui Van Nghiem, member of the Party Central Committee, Secretary of the Provincial Party Committee attended and gave a speech. Also attending were leaders of a number of departments and branches of the province; local press and television reporters. With high scientific content, referring to urgent and specific issues in developing sustainable housing architecture to adapt to climate change in the Mekong Delta, specifically Vinh Long province. In particular, the directive but very specific and suggestive speech of the Secretary of the Vinh Long Provincial Party Committee at the Workshop along with a number of other presentations received the attention of delegates. With nearly 50 presentations by domestic and international experts, the Workshop was successful, affirming the goal of adapting to climate change to develop sustainable housing architecture, by 2050 Vietnam will aim for net zero emissions as committed by the Government at the COP 26 Conference.
At the Conference, on behalf of the Standing Committee of the Association, Chairman Phan Dang Son reported on the Conference agenda, accordingly, this Conference is the last Executive Committee Conference of the term. In addition to summarizing the Association’s activities in 2024 and the direction of activities in 2025, the Conference will discuss and contribute to the Draft documents of the 11th Congress, such as: Draft Summary Report of the 10th Term (2020-2025), directions, tasks and solutions for the 11th Term (2025-2030); Draft Charter of the Association (amended and supplemented) for the 11th Term; Draft Review Report of the 10th Term Executive Committee; Draft Report of the 10th Term Inspection Committee; Activities of the 10th Term Architecture Council; Preparations for the reception of the 11th Term Executive Committee and Standing Committee; Plan and content of preparations for the 11th Congress and other related reports. In particular, two drafts of the Summary Report on the work of the 10th term (2020-2025), the direction of tasks and solutions for the 11th term (2025-2030) and the draft Charter of the Association (amended and supplemented) for the 11th term were sent in advance in October 2024 to each member of the Executive Committee; Chairmen of local Associations and affiliated Branches studied and directly contributed comments to the draft. The President of the Association emphasized the need to seriously implement the Regulations on the organization and operation of mass associations assigned by the Party and State (issued under Decision 118-QD/TW dated August 22, 2023 of the Secretariat of the Party Central Committee); Decree 126/2024/ND-CP of the Government (replacing Decree 45 CP-2010) Regulating the organization, operation and management of associations, including a separate Chapter on mass associations assigned by the Party and State to amend the Charter and prepare personnel for the 11th Congress, term 2025-2030 of the Association. Plan to organize activities to summarize 50 years of Vietnamese literature and arts after the country’s reunification (April 30, 1975 – April 30, 2025) of the Central Propaganda Department (No. 390-KH/BTGTW dated November 15, 2023) and some other related contents.
The conference also listened to speeches from representatives of the Ministry of Construction, the Ministry of Home Affairs, representatives of the Department of Vietnamese Literature and Arts – Central Propaganda Department and the President of the Vietnam Union of Literature and Arts Associations on the content of the draft documents submitted to the 11th Congress, in which the Term Summary Report should highlight the achievements of the Vietnam Association of Architects and its members in the 10th term to affirm the role of the Vietnam Association of Architects in the cause of national construction.
The conference discussed and contributed many practical and dedicated opinions to the draft documents of the 11th Congress and the personnel work of the Executive Committee and the Standing Committee of the next term. The conference highly appreciated the dynamic, creative and effective direction to ensure democracy and transparency of the Standing Committee and the Standing Committee of the Association and the direction of the President in the activities of the Association.
The conference also expressed its appreciation for the attention of the Party, Government, Ministry of Construction, Ministry of Home Affairs, Central Propaganda Department, central ministries and branches and local leaders to the activities of the Vietnam Association of Architects in the 10th term, demonstrated through the Programs and tasks assigned to the Association from 2020 to 2030, contributing to the initial successful implementation of the Orientation of Vietnamese Architecture to 2030 with a vision to 2050 approved by the Prime Minister.
With high consensus and unanimity, the 6th Central Executive Committee Conference, 10th term passed a Resolution with the following issues:
- Assign the Standing Committee to direct all levels of the Association, coordinate to successfully organize the term Congresses in local Associations and affiliated Branches in 2024, no later than February 2025, towards the 11th Congress, term 2025-2030 of the Vietnam Association of Architects in April 2025.
- Assign the Standing Committee of the Association to direct the organization of collecting opinions from grassroots associations, affiliated branches, and practicing architects on the shortcomings in the implementation of the Law on Architecture and Decree 85 (implementing a number of articles of the Law on Architecture) for the Standing Committee of the Association to synthesize and report to the Ministry of Construction for the Ministry to study and consider submitting to the Government and the National Assembly to amend and supplement the Law on Architecture when conditions permit.
- Continue to effectively implement the 04 tasks assigned by the Government to implement the Orientation for the development of Vietnamese Architecture to 2030, vision to 2050. Ensure the quality of content according to the requirements of the Orientation; use the funds allocated by the Ministry of Finance correctly and effectively according to the provisions of law.
- Assign the President of the Association, Head of the Organizing Committee of the 11th Congress to direct the Sub-committees to complete the Reports submitted to the 11th Congress (term 2025-2030) and prepare to successfully organize the Congress according to the provisions of law; instructions of the Secretariat; direction of the Central Propaganda Department, the Ministry of Home Affairs, and the Ministry of Construction.
- Complete the review and selection of the 2024 National Architecture Award to present the award on the occasion of the 11th Congress. Mobilize Association organizations, members, and architects nationwide to continue participating in the second phase (2023-2025) of the Campaign to create and promote literary, artistic, and journalistic works on the theme “Studying and following Ho Chi Minh’s ideology, morality, and style”.
- Promote the role of the Young Architects Club. Young Architects’ activities must be linked with the general activities of local Associations, affiliated branches, and the direction of the Vietnam Association of Architects, in the direction of solidarity, exchange, and improving professionalism.
- Further promote communication work to spread the activities of the Vietnam Association of Architects and grassroots Architects Associations in society, thereby contributing to enhancing the position and prestige of the Association and the creativity of architects towards the state and the people.
- Continue to connect with businesses and investors in the construction sector to have sustainable and long-term companionship and support for the Association’s activities, in the spirit of harmonizing interests, for the cause of developing modern, green, culturally rich Vietnamese architecture; Strengthen cooperation in the spirit of high socialization of the activities of the Association at all levels.
- Continue to perfect plans and programs for applying digital transformation in the activities of the Association at all levels. Focus on completing rural housing models in all 61 provinces and cities nationwide (Each locality has from 5 to 10 models) to serve as a foundation for standards for developing new rural housing structures in the direction of order, identity, sustainability and control.
- Foreign cooperation: Strengthen foreign cooperation with Central Committees, Ministries, Branches, the Government, and the National Assembly. Strengthen international cooperation on architecture in many diverse, rich, and flexible forms in accordance with the Party’s people’s foreign policy and the trend of international integration.
- Assign the Chairman of the Association to direct the Architecture Council to study and organize the implementation of the summary of 50 years of Vietnamese architecture after the country’s reunification under the direction of the Central Propaganda Department, and propose to the Vietnam Union of Literature and Arts Associations on funding so that the Association can effectively implement the above Plan.
After nearly a day of urgent and serious work with a high sense of responsibility from each member of the Executive Committee, Chairmen of the local Architects Associations and affiliated Branches. The 6th Conference of the Central Executive Committee of the Association, Session X, was a great success. The conference affirmed that 2025 is a very important year of the 10th term with a large amount of work to be implemented, focusing on:
Successfully organizing the 11th National Congress of the Vietnam Association of Architects, term 2025-2030 with the spirit of “Democracy – Solidarity – Responsibility – Creativity” in three days 10-12/4/2025 at the Hanoi International Convention Center.
- Deploying to the Association of Architects organizations the results of the Congress; creating innovation, new excitement, new creativity in the Association’s activities from the Central to local Associations of Architects, affiliated branches, meeting the requirements of strong development of the country’s Architecture in the new era.
- Continue and effectively and qualitatively implement, complete on time the remaining 04 tasks out of 05 tasks assigned by the Government to implement the Orientation for the Development of Vietnamese Architecture to 2030 with a vision to 2050.
- Organize the implementation of the Summary of 50 years of Vietnamese Architecture after the country’s reunification (April 30, 1975 – April 30, 2025) according to the direction of the Secretariat and the Plan of the Central Propaganda Department according to the plan approved by the Propaganda Department.
In the context of many difficulties, operating costs are still limited, but with the determination and consensus of the Central Executive Committee of the Association, the Standing Committee, the Presidents of the Associations of Architects, affiliated Branches and all members, architects nationwide, along with the attention, support and direction of local Party Committees and authorities; Ministries, Departments and Branches at the Central level, the 6th Conference of the Central Executive Committee of the 10th Congress believes that we will complete the tasks set out in the Program of Activities for the entire Term and the Resolution of the 10th Congress, ensuring that the Congresses of the Provincial and Municipal Architects Associations; Sub-Associations and the 11th National Congress of Delegates, term 2025-2030 will be successful in accordance with the provisions of the law on associations and the Charter of the Vietnam Architects Association.
With that mindset, the architects united under the common roof believe that the Vietnam Architects Association is ready to enter a new era of development – the era of the Nation’s rise with great ambitions in creativity, enriching modern Vietnamese architecture, imbued with national cultural identity, contributing with the whole country to complete the cause of Industrialization and Modernization under the leadership of the Party.
