FOREWORD FROM THE EDITORIAL BOARD

Our dear Readers,
Architecture is creative and innovative, as always. Practising architecture and architects have always been highly appreciated by the society for the impact on and responsibility for the society and the community. As such, the Law on Architecture in 2019 along with Decrees and guiding Circulars with regulations on continuing professional development (CPD) training have together brought the professionals closer to international practice. As a result, practising architecture is transforming and affirming its position in the region and in the world.

In this issue, May 2022, the Journal of Architecture would like to introduce a special theme namely “Continuing Professional Development – CPD” with articles written by experts, from both domestic and
international experiences, and perspectives on CPD. At the same time, it provides multi-faceted and multi-dimensional perspectives, helping the professionals objectively consider the rights and responsibilities of continuing professional development in practising architecture. In other words, Vietnam Association of Architects with its activities in the past few years has made contributions to solving difficulties and providing tools for continuing professional development for architects who should become more self-confident to practise in design which requires creativity.

In particular, on the occasion of the 100th anniversary of the establishment of the Indochina School of Fine Arts, with the introduction of Painter Victor Tardier and his activities in training the first generation of Vietnamese architects, we will look back at the history of the prestigious school associated with the history of the development of urban architecture in Hanoi. Let’s learning more from the past to build the future and transfer creativity as an eternal flame to the future generations.

The articles on urban ecology, local architecture, architect training and so on in this issue continue to introduce readers to modern perspectives in architecture, access to technology, and simultaneously promoting the values of heritage to create new values on the road to building an advanced architecture with an emphasis on identity.

World Architecture will end up this issue with lessons learnt from the continuing professional development of architects practising in Singapore, Malaysia and the United States. “Knowledge is like an ocean. Therefore, the Law on Architecture in Vietnam as well as in many countries worldwide is aiming at professional architectural practice, implementing continuing training and updating information in architecture and this is a must.” – Architect Nguyen Tan Van, former Chairman of Vietnam Association of Architects shared his view and this is also the spirit of practitioners in continuing professional development.

It is a great pleasure for us to introduce May 2022 issue to you all.

ORIENTATION OF CPD TRAINING THEMES IN RESPONSE TO ARCHITECTURE PRACTICE IN VIETNAM
• PHAN DANG SON

Regarding point of view, it is necessary to clearly define CPD training as a series of activities that helps create a transparent, regular, and countrywide system to disseminate knowledge and contribute to the
enhancement of comprehensive knowledge for professionals in Vietnam.

This is quite efficient, once the professionals have understood and updated new international tendencies, the benefits shall be huge. At the same time, it is also a very good solution that brings professionals closer together and creates a balance of expertise for the practitioners across the country in general, thereby ensuring the development of creativity, in connection and collaboration with other regions in the country, especially with big cities, where architecture as well as other industries have better conditions for development and integration. The accumulation of CPD scores should be emphasised because of the requirement of a legal foundation for the practice of architects. However, this score accumulation should be considered an obvious condition and facilitated.

The contents of CPD presentations need to be complied from long- term practising architects and experts in the field, with up-to-date practical experience, should be summarising what is necessary for them, like bees making honey or silkworms producing silk, so that practitioners learn good lessons while striving for the best knowledge and skills to acquire for their professional career.

The International Union of Architects (UIA) encourages its members to support continuing professional development as a member’s obligation in the public interest. Architects must ensure that they are capable of providing services, abiding by the code of conduct obliging architects to maintain a standard known in the many areas of their scope of practice, closely monitored to be able to renew practising certificates and facilitate international integration.

PRACTICAL VIEW ON CPD TRAINING ACTIVITIES FOR ISSUANCE OF ARCHITECTURAL PRACTISING CERTIFICATE IN VIETNAM
• NGUYEN TAT THANG

After nearly two years in operation, since the Law on Architecture No. 40/2019/QH14 took effect from July 1st, 2020 and Decree No. 85/2020/ND-CP detailing regulations on the implementation of the Law
on Architecture which took effect from September 7th, 2020, there have been numerous activities in practising architecture in association with continuing professional development training, as well as examinations for granting architectural practice certificates. Many practitioners are interested and participate in these programmes as they would like to meet the requirements and the needs of the market. However, in the implementation, many problems have arisen, mainly from the provisions of the Law and Decrees, the regulations of Vietnam Association of Architects, as well as those from other agencies and also feedback from architects. Therefore, it is necessary to analyse and clarify the reasons
objectively, in order to adjust, correct and supplement the contents in legal documents, wherever appropriate, and to create favourable conditions for organisations and individuals involved in continuing professional development training and examination for architects wishing to receive certificate to practise architecture in Vietnam.

ANSWERING QUESTIONS AND SOLVING PROBLEMS ARISING IN THE IMPLMENTATION OF CPD REGULATIONS AS REQUIRED IN THE LAW ON ARCHITECTURE
• TA QUOC THANG

ASEAN countries have signed an agreement on the Mutual Recognition on architectural services within the ASEAN. To implement this agreement, architects must meet the regulations on “Continuing professional development” of the host countries. This is one of the mandatory conditions for the ASEAN Commission of Architecture to recognise those who reach the standards “ASEAN architects”. Up to now,
Vietnam has had 37 architects recognised to meet this standard.

Facing the requirements from practice as well as the requirements of international integration in practising architecture, the Law on Architecture has been accompanied by regulations on “Continuing
professional development” for practitioners to meet the requirements of the architectural profession as mentioned above.

VICTOR TARDIEU – FOUNDER OF THE INDOCHINA SCHOOL OF FINE ARTS – WITH THE EDUCATION OF THE FIRST GENERATION OF VIETNAMESE ARCHITECTS
• TRAN HUY ANH

On the occasion of the 100th anniversary of the establishment of the Indochina School of Fine Arts (1924 – 2024), where the first generation of Vietnamese architects was educated and the 85th anniversary of the death of Victor Tardieu (1937 – 2022) as the founder, we look back at the past journey of this prestigious school. The history of the school together with the founders, lecturers and students of the school forms an integral part of the history of Hanoi’s urban architecture. Perhaps, this is also the way for Hanoians and generations of Hanoi architects express their respect for those who paved the way for modern Vietnamese architecture?

URBAN ECOLOGY: ACCESS METHODS, INTERNATIONAL DEVELOPMENT CONCEPTS AND APPLICABILITY TO LARGE CITIES IN VIETNAM
• LE TIEU THANH • NGUYEN QUANG MINH

Urban ecology is an important component of sustainable urban development as well as a parallel concept with liveable city. These two paradigms consider people the key actors and regard comfort, convenience, well-being and comprehensive personal development as the goals to strive for while maintaining a close link, an organic relationship and a harmony with nature, environment as well as ecosystem in which the city is a built environment. Biologically, human beings are entities of nature and
cannot be separated from nature. They stay connected with nature through a landscape-based ecosystem which should be designed into a citywide network that grows as close to buildings as possible, and can even be seen inside houses. Socially speaking, people also need to establish a second ecosystem – that is, a humanistic ecosystem, by building a shared value system and by organising community activities in order to realise those values. The authors systematise some of the latest or most outstanding views on and approach methods to these two urban ecosystems in the world and analyse a number of concepts that can be applied in the context of large cities in Vietnam, hereby improving spatial design as well
as enhancing the quality of life for residents in both physical and non-physical aspects.
