IDENTIFYING THE POTENTIAL, CHALLENGES AND KEY PROBLEMS OF PHU YEN’S COASTAL CITIES
Phu Yen Department of Construction

Phu Yen enjoys many advantages in competition with neighbouring provinces for economic development, as a premise for building and developing a system of coastal urban areas. In each socio-economic sector, there are also many solutions to implement the development policies.

However, in reality, it seems that the solutions have not been implemented so well or systematically or comprehensively.

Based on management experience and learning from the country’s socio-economic development practice, the logic of implementation must be put in the following order:

(1) To develop urban economy towards regional and interregional connection;
(2) To remove development limitations to build urban structures towards multi-point and multi-polar connections; TOD planning method can be applied more widely;
(3) To solve the local conflicts of the city by focusing on changing the habits and livelihoods of the coastal population, in order to improve the environment, rationally exploit the land, stabilise and standardise the real estate market with transparency.

The problems raised about Modern – Green – Adaptive – Sustainable urban development, from the perspective of Phu Yen Department of Construction, we should start from the most basic and practical issues. Each solution must be adapted to the specific conditions of each region and each municipality.

URBAN DEVELOPMENT STRATEGIES FOR COASTAL CITIES IN PHU YEN PROVINCE
VIUP (Vietnam Institute of Urban Planning)

The land named Phu Yen has a history of more than 400 years, with an aspiration of a prosperous and peaceful land. In fact, Phu Yen is also “endowed” with peace by its lifestyle, people and landscape.
In recent years, Phu Yen province has taken a special development advantage because of the breakthrough development policies made by the local authority. In addition, it is the “attention” of investors, in the context that neighbouring markets are becoming overexploited. The coastal area of Phu Yen Province is attracting the huge attention and has therefore become a space with so many advantages and potentials.

DEVELOPMENT STRATEGY ORIENTATION FOR PHU YEN PROVINCE• Ngo Viet Nam Son

In the context that provinces and cities nationwide are racing to plan the territory in integrated planning concept, on the basis of the Planning Law (2017) and the Government’s Resolution No. 11/NQ-CP dated February 5th, 2018 on the implementation of the 2017 Planning Law, Phu Yen Province urgently needs to redefine the development orientation of its socio-economic sectors, districts, towns and cities related to infrastructure, use of resources and protection of environment in the province, taking into account inter-regional factors and international economic integration.

In particular, it is necessary to ensure the sustainable socio-economic development of Phu Yen, with focus on environment, in which the role of public-private cooperation between the State – Enterprises – People should be promoted.

This article identifies important strategic issues in the development orientation for Phu Yen with a vision towards 2030 and a long-term plan towards 2050.

DEVELOPMENT OF PHU YEN’S COASTAL AREA TOWARDS PRESERVATION OF INTACT AND UNIQUE MORPHOLOGY OF NATUR
Doan Minh Khoi & Nguyen Hai Van Hien

“Wild” and “unique” are two characteristics that may seem simple but not all coastal cities have in reality. But in Phu Yen both can be found. If the uniqueness is the result of millions of years of the sea invasion and the resistance of the mainland, then the wildness is due to good luck, either neglected or unexplored by human beings. Although Nature gives Man the gift made after millions of years, but man can destroy it in just one day, one month or one year. Today’s world has replaced “Conquering Nature” with “Living in Harmony with Nature”. People around the world demonstrate intelligent and humane behaviour by developing projects that adhere to the principles of “According to or Based on Nature), Harmony and Adaptation.

The intact morphology of the urban space in Phu Yen coastal city needs to be investigated and evaluated as natural heritage, apart from cultural heritage. That is a start for developing Phu Yen into a rich place of identity, a city endowed with peace, and peace in turn will bring prosperity to Phu Yen.

LANDSCAPE URBANISM: FIVE STRATEGIES FOR AN ADAPTIVITY-ORIENTED FUTURE OF PHU YEN PROVINCE• Steven Petit

The bright future of Phu Yen Province is envisioned as: The urban approach from ecological landscape will open up new potentials, towards an adaptivity-oriented future. By shaping Phu Yen Province as a landscape system, proposing and applying urban landscape strategies, it is possible to better respond to climate change. In the long-term development, this will enable the province to become more attractive and liveable in terms of population, tourism, industry, etc. and can help mitigate the damage caused natural disasters and by climate change.

We need to put ourselves in a broader perspective before proposing solutions for Phu Yen. The Earth is just a small dot in the universe and it has a limit for ecological impacts. By better understanding the impacts of climate change, climate problems can be better foreseen – Start small actions, conquer big achievements.

AGRICULTURAL HERITAGE WITH UNIVERSAL VALUES OF DAMS AND IRIGATION CANALS IN DONG CAM – PHU YEN PROVINCE
Nguyen Vu Phuong

Dong Cam irrigation system is a magnificent irrigation project, experiencing the ups and downs of history, leaving special imprints on the economy, politics, landscape and culture of Phu Yen Province. In the local people’s minds, Dong Cam irrigation project is compared to the lifeline of the homeland, bringing alluvium and water from the Ba River to nourish the delta on both banks of the Ba River. Dong Cam irrigation system is not only an irrigation project with a great technical value but also has a profound meaning in social aspects and humanity. This is a cultural heritage that reflects so well the efforts and wisdom of the local people. Dong Cam promises to be an ideal destination for tourists to explore and experience, if the natural landscape is protected and exploited properly, then these places will become tourist addresses in terms of landscape, culture, history and architecture in Phu Yen. This is the opportunity and potential as well for urban development along the Ba River.

AWAKENING THE POTENTIAL OF PHU YEN’S SEA TOURISM TOWARDS SUSTAINABLE DEVELOPMENT BASED ON LOCAL CULTURAL HERITAGE
Nguyen Viet Huy

Phu Yen is a coastal province in the South Central Coast region of Vietnam. Phu Yen does not only have the advantages of location, but has also been well known for potential of development because of its long coastline with so many intact natural features. With a coastline of more than 189 km, Phu Yen is considered to have many coves, bays and islets with the most beautiful and pristine beaches in the “silk strip” of Vietnam’s coast with Xuan Hai Wharf, Hoa An Peninsula, Cu Mong Lagoon, Me Pool, Lam Pool, striking cliffs, etc. On the other hand, Phu Yen is also home to indigenous ethnic elements with nearly 30 ethnic minority groups such as Cham, Ede, Bana, Raglai, etc. with outstanding cultural history such as Sa Huynh culture, Champa culture, which can be regarded as extremely favourable for the development of the tourism industry.

In recent years, climate change has led to the risk of sea level rise and unusual natural disasters, the province has therefore paid great attention to and promoted the planning of coastal urban areas, but in fact the proposals still show many shortcomings and limitations. We have studied the natural – social conditions in Phu Yen and have made many specific assessments and analyses based on data available. Thereby, the study points out both the potentials and the limitations in response to climate change in this coastal region. At the same time, based on the outstanding development of the current 4.0 technology, we propose relevant solutions to promote the potentials and minimise the limitations of the combination between planning and public, between science and technology for sustainable development of coastal cities in Vietnam, especially in the Southern Central Coast.

ARCHITECTURE AND INTERIOR: AN ART OF SPATIAL DESIGN FROM THE INSIDE • Nguyen Nam

Architecture – Interior is an interdisciplinary science that emerged in the last decades of the 20th century. In developed countries, Architecture – Interior has been taught mainly at schools of design and architecture. This also shows a certain difference with interior design taught at schools of fine arts and industrial arts. However, in reality, clearly distinguishing the disciplines of architecture, interior and interior architecture can be interpreted in several meanings.

The author tries to clarify the role, position and some concepts related to Architecture – Interior in training and practising activities in the current building and architecture consultancy market.
